Is UNESCO a “treaty”?

Paul Barford on a number of occassions has seen fit to correct others because they have called UNESCO a treaty.  Is UNESCO a treaty or a convention?  The simple answer is that it is BOTH.  The word treaty and convention can be used interchangably, with the exception that a convention is a treaty with multiple signatories.  Various dictionaries define both as having the same legal definition.  One dictionary in particular is The free legal dictionary found here.  But feel free to look the words up in the English dictionary of your choice.

Both terms are defined as being an international agreement in written form between nation-states or international agencies (such as the United Nations) intended to be governed by international law.
