Paul Barford on a number of occassions has seen fit to correct others because they have called UNESCO a treaty. Is UNESCO a treaty or a convention? The simple answer is that it is BOTH. The word treaty and convention can be used interchangably, with the exception that a convention is a treaty with multiple signatories. Both terms are defined as being an international agreement in written form between nation-states or international agencies (such as the United Nations) intended to be governed by international law.
